I want to activate my apple account and iTunes account

My account got hacked awhile ago and apple turned it off. Well sense then I haven't heard anything wether you people caught the hackers or not but evidently not cause the $800 did not get put back into my account!! So now I cannot update any apps I can't buy any apps and I can't download anything because my accounts are shut off can you please turn them back on or remburse me my money for the last 7-8 months.
