Hi, I have a Mac Pro 2013 and running Mojave 10.14.2. I just downloaded macOS 10.14.3 Combo Update and when I try to run it, it says:
macOS 10.14.3 Update can't be installed on this disk. This volume does not meet the requirements for this update.
I've never had this problem before. How do I get around this?

Well I have found out why the Combo won't install.
There is an error in the distribution file, as part of the installation the distribution file runs a number of checks to determine if the update can be installed. One of these is the Volume check, so it checks the build number of your install of MacOS Mojave.
In the distribution file there is a list or array of the previous builds of the OS. The array in this Combo is very short so quite a few build numbers are missing and therefore the error is generated.
You could expand the 10.14.3Combo.pkg, using pkgutil in Terminal, edit the distribution file to include the build number of your install of Mojave, then use pkgutil to revert the expanded folder to a new .pkg and it should install. I did and it was successful.
Or you could wait until Apple sorts it out. Or just use software update.

It's completely unreasonable. The Full installer includes code to convert any drive to APFS. Why would an update include that for a drive already converted?
The full Mojave installer will convert the boot volume to APFS, SSD or not, as part of the install.
You are no longer offered an option not to have the conversion done during installation.
Because if you are running Mojave on an HD with HFS+, it would be reasonable to expect that you can update it.

Running Mojave on HFS+ is Unsupported. And please don't tell someone who they can reply to.
Mojave converted my SSD drive in my laptop to APFS, but has not yet converted the fusion drive in my iMac which is still running HFS+ even after several Mojave updates.
Let's see if we can get this issue solved and not argue about where or on what Mojave runs.

Software update is not working either...msg: "Could not connect to server. An error occurred while trying to install selected update."
By way of another data point - I've also tried using Safe Mode to install the Combo updater on top of 10.14.2 - but that didn't work either.
FWIW, speculation, conjecture, guesses, as to what Apple may or may not do are not permitted.
