I am trying to install the latest macOSUpd10.14.3.pkg and I am getting an error saying this cannot be installed on this disk. The volume does not meet the requirements for this update!
I have over 500GB free on my HD!!
Any ideas??

It is not your problem there is a problem with the update, Apple have been informed and we hope they will replace the update with one that works.
You can of course update through System Preferences> Software Update.
It is only the Combo update that has a problem.

Not so.
For me, the "Software Update" function does not work either. Nor does the downloaded combo updater for 10.14.3.
Nor can I install the update via Recovery.
I am running HFS+ on an external 1TB SSD via Thunderbolt2 rather than APFS.
The updater works fine on my other Mac.
