I just have an issue related to purchasing course from udemy website and i activate payment method on App store and then i took action , purchasing not done and still pending while You deducted amount 299 LE egyptian pound from my credit card so I just need to cancel pending on purchasing action and get my amount back to my credit card and check screenshots .

If it shows as pending iTunes hasn't received the money, so they don't have anything to refund.
When it's gone through you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off (purchases are considered final as you know) : http://reportaproblem.apple.com
Or you can try contacting iTunes Support via : http://www.apple.com/support/itunes/ww
