my ipad air is now refusing to open second windows in a sidebar. the icons simply drop out.

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Thanks for your response. Yes, I have tried that. Have now find the reason for the problem. I used to drag an icon to the side of the screen to open a second window over about a third of the screen. That no longer works but dragging the icon to screen centre now has the desired effect.
Reboot your iPad, then try again. Do you know how to reboot (as opposed to shutting down and turning on)?
