apple watch "outdoor walk" exercise not being counted in Activity App "Exercise Ring"

While I do an "outdoor walk" on my Apple Watch, it shows ~45 minutes exercise;

I press "X"(End) on the Watch and the Watch shows my workout "summary" of 45 minutes, Calories, etc.

I press Done on the Summary and Watch returns to my normal watch face.

Shortly after that, when I check the iPhone Activity App on my iPhone X, "History" tab has the GREEN exercise ring showing 1 min. NOT 45 mins.

However, if I check the "Workouts" tab on the same Activity App, on the same iPhone, it shows a 45 minute workout with all the same Summary info that was on the Watch before I pressed "Done".

This has been happening for months since I upgraded from my iPhone 5S to my iPhone X.

I have re-calibrated, and re-paired it, and even wiped/reset my Watch and re-paired, and recalibrated

but I do not think it has anything to do with my Watch or my iPhone because the Activity App is getting and recording the workouts ( even doing so as "GREEN" time ) but the Activity App is NOT properly adding the activity to the Exercise Ring.

NOTE that on a day that I do "Indoor Cycle" for 15 minutes, the Activity is added to my GREEN Ring.
