Report requested payment
please inform how could I report a requested payment from one app?
They charged me an amount while I’m not use the app ie I have deleted this app 2-3 weeks ago and I used it, only free trial period

Just deleting an app won't stop a subscription, you have to manually stop it : View, change, or cancel your subscriptions - Apple Support
Purchases are considered final as you know, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
