Image Capture does not recognize Pictures and DCIM folders on my Android device.

I'm having an unusual error trying to with photo imports from my Android device. Image capture shows only two items on my device: 'Pictures' and 'DCIM'. I know these are supposed to be the folders in which the images are enclosed, but they seem to be read as unsupported file types. (In Photos, I get the error 'Unsupported File Type'.) Screenshots below.

Is there a fix for this? It's been happening for a while. I can manually export from my phone and then import to Photos, but this is arduous.
