iPad brought in Auction

I recently purchased a storage unit from an auction. I discovered two iPads. After so time I finally have both of them updated but they are currently iCloud locked. Now being that now I’ve taken ownership of all processions in that unit, would I be able to hang them unlocked? I’ve emailed and called the previous owner and haven’t received a response
