My iPad shut down on me and now I get a message “activation required”. I cannot connect to WiFi and cannot access iTunes to set up my iPad. I have shut off the iPad for 10 minutes and restarted. And I get the “activation required”. I even deactivated the “find my iPhone” that is linked to my iPad. Still unable to access my iPad.

Then exactly what type of "Activation" are you talking about?
Here's another guess.
This is the message I get.
Not cellular.
The next screen is my WiFi sign in page. I am unable to sign into my WiFi on my iPad. I have no problem accessing my WiFi with my iPhone or other android phone and tablet.
Have you tried turning off your WiFi router, wait 30 seconds and turning it back on? Do the same on the iPad (turn off and on). After that, retry connecting to WiFi from your iPad.
