DUNS Lookup and Request

When i attempt to lookup a duns number to change my account to business it tells me:

An error occured during submission. Please try again.

so i try and bypass lookup and go straight to requesting, this results in a spin wheel and then nothing. Tried in 2018 and now 2019. Apple please assist, or anyone

I enter my contact details *precisely* as they appear in my Apple Account and click 'Add', yet the menu tells me the address appears to be invalid and that I need to correct it? The address is correct. It is precisely what it should be. I am paying for this podcast service, so I would most definitely like to be able to use it?
