ModelA1778

I have iPhone 7 model A1778 and its has the no service issue. This model is not currently included in the iPhone 7 quality program with the same issue. Apple has not included model A1778 in the quality program and are not able to fix these phones with the same issue which is seen in other iPhone 7 models (https://www.macrumors.com/2018/02/02/apple-iphone-7-no-service-repair-program/)

why is apple not take any ownership to fix these issues what are the options for people with such kind of devices..
