Hi, Im having a major issue with my Apple Tv 4th Gen.
For some reason I can't download apps, delete apps change any settings because it says its restricted.
I even tried to restore with itunes using a usb-c cable but it says the software server can't be contacted.
internet is working fine on my PC, I need to figure this out please.

have you bought the unit second hand from any one or installed any Beta versions of TVos?
Check any security software installed on the PC
It won’t allow access to any settings, the box is there but grayed out.
Im trying to hook it back up to iTunes again but iTunes won’t even recognize it again for some reason...
Sounds like someone may have turned on Restrictions on it.

If don't know the passcode, you will need to reset the Apple TV. Settings->System->Reset All Settings
