Apple ID is grayed out in Settings. why? Restrictions are disabled.

Apple ID is grayed out in Settings in new iPhone xs max.  why? Restrictions are disabled.  I can sign on to iTunes and Apple on the computer but the Apple ID settings tab is grayed out on the iPhone xs max. why?

Make an appointment at the Apple Genius Bar for service. If you need to find an Apple Store - Find a Store - Apple. Also, see How to find your nearest Apple Authorized Service Provider (AASP) or Distributor (AAD)
