iPhone 8+ not updating to 12.1.3

I got the iPhone 8+ in May 2018. Everything was fine until a few months ago, probably October, that my apps wouldn't update without having to delete them and re-download or completely reset my network settings. This was extremely annoying but it stopped about a month ago and they have been updating just fine. Since then I have been unable to update my software to 12.1.3. I have tried connected to wifi and not connected to wifi, on the charger and not on the charger, from my phone itself and on iTunes on PC, and nothing. On iTunes it says "there was a problem downloading the software for the iPhone. The network connection timed out." On the phone it requests the update but never does it. I even went so far as to completely hard reset and restore the phone tonight and it still won't update. Any suggestions are extremely appreciated.
