How to store all your contacts and photos into your iCloud
im trying to back up all my current contacts and photos but for some reason after a back up I noticed all my contacts and photos are not in other devices

iCloud Backup does not sync data to other devices. The backup can only be used to restore a device or to setup a new dievice.
To sync Contacts, turn on Settings > [username] > iCloud > Contacts. The contacts should automatically sync to iCloud and to all devices where that option is turned on; the sync should happen after any change. More information: Get help using iCloud Contacts, Calendars, or Reminders - Apple Support
To sync photos, turn on Settings > [username] > iCloud > Photos > iCloud Photos. The photos sync may take a long time depending on the number of photos. More information: Set up and use iCloud Photos - Apple Support
