Enable Location Service on OSX does not set permanently

I am finding I set Enable Location Services in Security & Privace -- Privacy tab in settings. Select everything, so Maps, Find my Friends etc.

Then next time I come back to my computer the following day, they have all had their check box removed from them again. So I have to do this all again.

Anyway of setting Enable Location Service permanently. Or is this a bug?

Thank you for your assistance. I had actually tried that already myself before coming here and asking for help.

Experience in other admin accounts is the same. The check box is set. It's there after a reboot even. But then some time later (I'm normally noticing it days later), all check boxes are gone again.
