On Mojave, there is now a 10.14.3 Supplemental Update available via System Preferences : Software Update. My guess with the timing is that it is the FaceTime bug fix and probably other things too. It is 987 MB.
If you are on El Capitan, I very much doubt that Apple will issue a fix for an operating system that is outside of their normal three-year sliding window of update support. Otherwise, I would expect, (and could be wrong), that Apple will phase in FaceTime updates for Sierra, and High Sierra in the very near future. On those operating systems, keep checking the Mac App Store Updates tab.
Since High Sierra can't use Group FaceTime at all, there is no "fix" for it. There is nothing to fix.
Group FaceTime requires macOS Mojave.

The fix for the facetime bug that allowed people to access your camera, etc.
I was led to believe that the fix was now available for everybody, not just those with newer computers that can run Mojave. That sucks.

Was it not obvious from my post that I'm using High Sierra, not El Capitan? High Sierra isn't that old that it should be ignored.
Apple will provide the update for High Sierra, if and when they are so inclined. I cannot speculate further on that.
