Strange blue square box roaming around my screen

I wonder if I accidentally reset a setting or I have been hacked with a virus on my iPhone 7 + This blue box that is rectangular now roams around my screen and temporarily encircles the icons search bar and so-forth . Is this an Iphone feature? If it is it is annoying and useless. Can’t figure out how to disable. Any ideas?

Check: Settings > General > Accessibility > Switch Control. If this is on, disable it.
