How can I get notes from an iCloud backup ?

If you have Notes turned on in Settings>your name>iCloud under "Apps using iCloud" then any notes under the iCloud section are not backed up to iCloud, they are sync'd to iCloud. If you recently deleted it, you should be able to find it in the Recently Deleted folder.

If the Notes were on your local drive only (i.e., On My iPhone under Folders), then those would be backed up to an iOS backup.

Can you specify which section the Note you deleted was in?
