No.

There is NO WAY to bypass the activation lock.

Activation lock is an anti-theft measure designed to make a lost or stolen device completely useless.

It has accomplished that. You can't use it.

Return it and get your money back or turn it over to the police. You have been defrauded if the seller did not disclose that it was activation locked and there is a good possibility that the device is stolen.

As long as they have access to the original Proof of Purchase (the POP must have the serial number of the device), all you need to do is contact the AppleCare call centre and request the activation lock removal via POP.

That policy is not universal. It may not necessarily hold true. It is left partially to the discretion of the individual stores. If one contacts Apple's account security team, it is definitely NOT true. They will only remove the activation lock for the original purchaser of the device.

......

Given that people on-sell their phones, requiring the original purchaser to submit the Proof of Purchase is incredibly inconvenient especially if you are the 3rd, 4th, etc owner of the iPhone.

You could be also the 10th owner. If that device was regularly owned by 9 people before, they should have performed the necessary steps to turn off activation lock. What's the problem?

I would avoid to buy a 2nd or 10th hand iphone if the seller says: I don't remember my Apple ID and/or related password".

Again, I agree with Tim's reply.

That policy might not be universal (but I never tried to contact AppleCare about this matter).

Were you able to do it successfully? When? In what country? Were you the original or a 2nd hand owner?

What's the exact procedure?

I've helped many people with the activation lock issue and while this may have been the case previously, it is no longer the case.

Activation lock comes up during the setup of the iPhone and doesn't appear straight away after the factory reset. Activation lock comes up after choosing language, connecting wi-fi and activating the iPhone.

Activation Lock occurs when someone has restored the phone to factory settings via Recovery Mode as all other factory resets require you to turn off find my iPhone prior to the factory reset which stops activation lock form occurring.

As most people who purchase 2nd hand devices are not aware of Activation Lock, they don't know about the requirement for the Apple ID and password and so do not ask about them prior to purchasing the device.

I have seen activation lock removal via POP submission to AppleCare multiple times over the last 6+ months in Singapore, Japan, China, Korea, India, UK, Australia, New Zealand, Phillipines, Vietnam, Malaysia, Indonesia, Vietnam and many more countries.

If by activate you mean it won't activate when you are initially setting up the device, it means the phone is locked to a carrier and it can only be activated (even if not for service) with a sim card from that carrier. You can buy a sim card to whatever carrier it's locked to or just ask the owner for the sim card. If you want to actually use the phone on your service you need to ask the person you bought it from for them to call their carrier and get it carrier unlocked.

Not entirely correct. There are 2 ways that activation lock can be removed.

  1. Input the Apple ID and password that was previously logged in on the device. If it was legitimately owned by the reseller then they have this info.
  2. If they provided you with the original proof of purchase when you bought it, you can provide this to Apple and they can remove the activation lock for you.

Other than the above steps there is no way.
