problems in reducing iCloud storage

I've tried to no avail to remove some of what's stored in iCloud. But every time I turn off, for instance, backup of certain documents from iCloud storage, and then return them to the local machine, my iCloud total storage doesn't reduce commensurately.

What am I doing wrong?
