App Store says "Update" for uninstalled app

I uninstalled Xcode and came to reinstall it but the App Store has an "Update" button (which doesn't work) instead of "Install". How can I reinstall Xcode afresh?

FYI, I installed Xcode by the following route:

Drag Xcode to Trash
Delete /Library/Developer/CommandLineTools

Xcode won't update / detect its uninstalled. After updating to 10,14.4 I tried to update Xcode, but it was sitting at 50% for over a day and causing the computer to be sluggish, so reset and trie again, still not luck, so uninstalled xcode to try a fresh install, but now the App Store won't recognize that Xcode is no longer installed. It keeps giving an "Update" prompt, but when I click on it the update immediately fails (as Xcode is not longer installed) and it returns to the update prompt. I have reset, shut down, restarted, logged out of my user on App Store, all to try and get it to recognize it needs to do a fresh install not an update, but no dice. What should I do to get App Store to recognize Xcode has been uninstalled?

Downloading XCode I am trying to download xcode. During the download I accidentally clicked on the xcode icon which had appeared on Launcher. The downloading changed to 'Waiting'. I was not able get it out of the 'Waiting' state. So, using Finder, I deleted the app. All files are gone but a ghost image of Xcode remains on Launcher. I can move the image around but that's all. I am unable to restart the download the from the App store. How do I get out of this small mess? Thanks.

Xcode Installation After downloading Xcode from the App Store, I am unable to move to the installation step. The download bar shows the process isn't finished but reads 7.76 of 7.76 GB regardless.

Thanks to a contact in my Slack community, I followed the instructions on https://macpaw.com/how-to/uninstall-xcode-on-macos and deleted the whole ~/Library/Developer/ folder. On opening App Store, I was able to install Xcode again.
