Cannot create folder on external hard drive after OS Mojave

Since I have upgraded to OS Majave I cannot create folders on my external hard drive. I also cannot change the permissions on the hard drive. I can access everything on the hard drive but cannot drag and drop or create new folders. Anyone have this issue?

Previous to this upgrade I had several folders on the Macintsoh HD (same level as System, Applications...). But after this upgrade, can not move my folders back (or create a new folder) to this location. Can't Create Folder in MacOS Monterey Home Folder There have been other queries about the inability to create folders but Apple's response is you can create folders in your home folder. I have full admin privileges with read/write in my home folder (user/Documents) but unable to create folders. I can create one on the desktop and drag it to my home folder. Any guidance why I have no control over my own data in my own folder?

Is the drive formatted as NTFS? If so, you would need to update your NTFS driver.
