In eligible music

I have songs on my iTunes library that will not load to the cloud. I receive message that track is ineligible.

I can not upload my playlist for the same reason.

See About iCloud Music Library icons and status - Apple Support. Work out the reason why the specific tracks are ineligible and fix that, then you'll be able to include those tracks in an iCloud eligible playlist.
