Contacts not merging on MacBook Pro

My contacts that I add on my phone do not appear in my contacts book on my mac. When I text on the mac, the group message name will be updated but the people are just phone numbers and their names don't sync over. I've tried signing out of iCloud on both devices and fiddling around but nothing is changing. If I delete contacts from the contacts list on my mac, it will update on my phone but not the other way around.
