Chrome recently cannot connect to the internet.
Chrome responds on every attempt with
"This page isn’t working
(website) didn’t send any data.
ERR_EMPTY_RESPONSE"
With Safari or internet there is no problem.
My anti-virus is turned off.
I added to Firewall Chrome is allowed incoming internet connections
What else can be stopping Chrome.

I found another anomaly. I finally ran my laptop while on a different network. My home network is AT&T, I ran it on a public WiFi and everything worked perfectly. I am including EtreCheck for my home network in case someone can point out something.
You can set your cell phone to use wifi. This works with newer smart phones -- last 3 years or more. You may need to contact t-moble. They may still charge you for talk minutes. This is separate from a personal cell tower that you have.
I'd think 6meg would be enough for voice. I had a phone line that only 28.6k.

Also uninstall the ESET software. Again it's totally unnecessary.
The link is directly from the Google Chrome Help selection in the Chrome browser. It assumes nothing about what operating system you are running.
It appears that your issue is related to Chrome in some way since other browsers are working. Given that it is a Chrome issue I can't think of a better more helpful resource than Chrome Help.

I just tried to get to Google Translate on Safari and got the same weird response. Next time I tried I got a normal response.
