Can't delete older Garageband (dfguitarampuserslotview.nib in use)

I am helping a friend update his MacBook Pro retina with a 128GB SSD running Mojave.

I have put Garageband in the trash, but I cannot delete it completely. I'm left with a 0KB application that won't delete because it thinks it's in use. The file path is ⁨GarageBand⁩ ▸ ⁨Contents⁩ ▸ ⁨Resources⁩ ▸ ⁨ru.lproj⁩ and it's called DfGuitarAmpUserSlotView.nib.

Any ideas how to delete this? TIA!

Have you tried to restart the Mac?

This will usually finish any "in use" and allow you to trash the file.
