I am on HighSierra and in Mail there are folders created in my Mail/On my Mac area, one for each of my 3 email addresses. Are these duplicate emails [I use IMAP for all 3 accounts] so I can just delete the messages and mail boxes, or do I have to move these emails to the inboxes and deal with them as needed ??

Were these messages restored from a Time Machine backup at any point? Or did they seem to appear after a macOS update? As described here, you'd typically just need to drag those emails to another mailbox to clear things up: If messages are in a Recovered Messages mailbox in Mail on Mac. On the other hand, if you find they repeatedly appear in the same mailbox after you've tried dragging them, you might need to rebuild the mailbox: Rebuild mailboxes in Mail on Mac

It's not from a TM restore == I don' know why it happens but some emails end up in the recovered email area - the main problem being that either they're duplicates and a waste of my time and energy or they should be in the main email folder inbox == I'll check your links out and rebuild things and maybe it'll calm down. Thank you.
