Apple ID activation lock

Hi there

I want to buy an iphone 7 with below specs:

A1778, IC: 579C-E3091A, FCCID: BCGE3091A

Serial Number: FK1***7Q

That is locked with apple ID and i do not know its previous owner.

Please help me to find out if it is safe to buy or not? and how can i contact its previous owner?
