Safari top sites saves only 4 websites

I'm having an issue where I can't add more websites to the top sites. I added 4 when I just got my iMac and it saved those, I've been trying to add more since then and it saves them, I can see and click the thumbnails, but once I shut down Safari and start it up again it reverts to the original four. I tried changing the quantity of top site websites in the preferences and it didn't help.

Anyone have any ideas?

That is correct.

macOS Mojave: Contents of Safari folder are not easily accessible by users.

Go step by step and test.

1. Remove unknown and third party installed extensions and test

    https://support.apple.com/guide/safari/use-safari-extensions-sfri32508/mac

2. Clear Website Data and test.

“Remove stored cookies and data: Click Manage Website Data, select one or more websites,

then click Remove or Remove All.”

     https://support.apple.com/en-us/HT204098

3 Start up in Safe Mode. This will remove some system caches and perform a minor level Disk Repair.

Once in Safe Mode, click the “Restart” button at the bottom.

https://support.apple.com/en-us/HT201262

Launch Safari holding the shift key down. This will start Safari in Safe Mode and now test.

Run EtreCheck to see whether there is any adware installed or not.

Download EtreCheck: https://etrecheck.com/maspro  and post the report here if you wish.

Adware removal step is built-in with a “Remove” button.

Click, “Free Download” button and then  “Click to download” button,

open Downloads folder, click on it to open, and then select ”Open”.

Click on the bouncing  EtreCheck icon in the Dock.

“Choose a problem” from the popup menu box, and then “Start EtreCheck” in the dialog.

Click “Share Report” button in the toolbar and select “Copy report”.

Please  post the report here when you reply.

Go step by step and test.

1. Empty Caches from Develop menu.

    Safari > Preference > Advanced

Checkmark the box beside "Show Develop menu in menu bar".

Develop menu will appear in the Safari menu bar.

Click Develop and select "Empty Caches" from the dropdown.

     Safari Develop menu   https://support.apple.com/guide/safari/use-the-safari-develop-menu-sfri20948/mac

2.  Deleting the TopSites.plist may help.

Activate Finder by clicking on an empty spot on the Desktop.

Click "Go" menu in the Finder menu bar and choose Library from the dropdown.

Click open Safari folder. Scroll down the list.

Right click on the TopSites.plist and choose "Move to Trash"

Close the window and restart the Mac. Test.

Okay,

  1. Didn't have any third party extensions, none the less, removed all safari extensions - didn't help.
  2. Removed website data for the websites that I'm trying to insert into top sites - didn't help.
  3. Did all that - didn't help, even tried saving a site in Mac safe mode, it didn't save.

Ran the check, posting the report
