Mac emoji shortcut gone

Saw a post that seemed to describe the same issue but no resolution: https://discussions.apple.com/thread/8177250.

My emoji shortcut for the in-text pop up (Control-Command-Space) is gone and I can only access emojis manually through the emoji app (copy and paste) or the little emoji symbol in iMessages. The shortcut doesn't work in iMessages, Microsoft Word, Chrome, etc. The shortcut seems to also be missing from System Preferences (see screenshots; I tried doing "Restore Defaults" for the shortcuts but no luck still).

Are you saying "command + control + spacebar" does not bring up the emoji viewer? It does for me. The shortcut is not listed in System Preferences. Many aren't.

Try while logged in to a different user account.
