Did you look in the Applications folder. Since it is part of the system it can't be deleted or moved from its default location in the Applications folder.
Which system do you have installed? Photos is part if any version of MacOS X since Mac OS 10.10.3 Yosemite. It is not available on earlier systems.
Do a Spotlight search for "Photos.app" and see what you get.

Assuming you are on Mojave, you will have to install an extension to create a book, such as Mimeo.
Now my advice comes into play. You need an extension such as Mimeo. It is a free download from the app store.
There are other options.

I have photos on my system, but I didn't find in it a way to make a photos-book. Is there an option that I missed?
