Windows 10 black screen after installing from Bootcamp

Please help. Both Microsoft and Apple haven't been able to help. Immediately after installing Windows 10 (Oct release) and getting through the install questions (language, etc.) it boots to the Windows logo and the spinning circles, then goes to a black screen with mouse movement. Seems like a display driver issue since I see the spinning circles resize just before it goes black. I have tried dozens of combinations of reinstalling (.ISOs, partition sizes, nvram reset). Any recommendations?

Mac Pro, macOS 10.14
