changing security to download apps from Anywhere not working

I can't install GIMP. I tried changing the security settings to Allow apps downloaded from: Anywhere. Still getting the same error: “GIMP-2.10” can’t be opened because the identity of the developer cannot be confirmed.

Thank you! I played around with opening it from within Finder and eventually got it to work! First I looked at the contents and ran the Unix executable and told it to not to ask me about opening anything in this folder anymore. It ran in the terminal and opened. I closed it. Then I closed up the contents and tried opening again from the install icon, all the while holding down the Control button when trying to open anything the whole time. It opened! Then I was able to Keep in Dock from the open icon in the dock, closed the app and just opened from the icon in the dock. Now I can get in. Thank you! :)
