icloud on iphone take so long to login

my iphone x did not backup to icloud automatically since Jan 2019.

I've done whatever things that I supposed to do like rebooting the device and reset network setting.

now i tried to sign out and sign in again to icloud, but it is taking soooo long to. It's still signing in after close to one hour.

what should i do?
