export of heic no jpeg option

I'm seeing challenges with exporting photos from the Photos app when I have taken a photo in High Efficiency Camera Capture mode on my Iphone XS Max. It captures it using the HEIC format. When I go to export these from the Photos app on my Mac- the option to select the export format type (like JPEG) is gone. If I do the same steps with photos not taken in HEIC format - the Photos apps gives you the choice of selecting the export format type

iPhone XS Max, iOS 12

Which system version do you have installed?

if your Mac is running macOS 10.13 High Sierra or macOS 10.14 Mojave, you should see the option "JPEG" when you use the command "File > Export > Export ... items", because these system have a built-in support for HEIC. (Using HEIF or HEVC media on Apple devices - Apple Support)

On older systems you need to export the images as HEIC files and then convert them, for example using the online converter: https://heictojpg.com
