I am trying to allow pop-ups on my Mac Safari. I have follow all directions, open Safari, click preferences and click Security. There is nothing for pop-ups. Only Java Script and Fraudulent sites. Why and how can I fix it?

Pop-up windows option is moved to Websites pane.

If you are using Safari version 12, try Safari/Preferences/Websites/Pop-up Windows and Content Blockers. Set the desired sites to allow.
