iCloud Terms and Conditions - Cannot Accept

hii!!

up to date ios12.1.4 in my iphone 7

want to accept terms and conditions but cant

so go for sign out from apple ID until restart and then accept it

but said that Verification Failed

(and I have no internet connection and disable restrictions

You will need an Internet connection in order to accept the terms and conditions.

I turn vpn off (vpn's trying to connect)

then everything became ok!!!
