Hello , I have new IPhone XR but my contacts from my old phone isn’t include to the new phone . I sing in to my iCloud . What can I do?

Contacts are always part of an account. Add the account which was there in the old iPhone See Pic 3

Settings > Password & Accounts > Add Account - See Pic 2

If it was iCloud earlier - Enable Contacts - See Pic 1
