Photos won't open after installing Mojave

I installed Mojave and can't open photos. It won't let me restart or shutdown my computer, I can't quit photos - what do I do?

MacBook Pro 13", macOS 10.14

Try to force quit Photos (-menu > Force Quit), then restart the Mac.

Then try, if Photos is working at all by launching it again - but hold down the options key ⌥ while launching Photos. Keep holding down the options key until the library chooser dialog appears. Select to create a new, empty library. Does Photos work on a new library?

Where is your main library stored? In your Pictures folder or on an external drive?
