Heart Rate Complication Not Showing Actual Heart Rate

The heart rate complication does not show my actual heart rate. It displays a picture of a heart which take me into the heart rate watch app. I read previous posts from version 5.0.1 that this was a bug , but I am running 5.1.3 and still having the issue. Has it really not been fixed yet?

If you think about it, real time is a physical impossibility because the heart beats must be counted over a period of at least fifteen seconds so the absolute best that is possible is an update every fifteen seconds.

The Watch does an automatic calculation every four minutes and displays the result on the watch face IF THE CORRECT FACE IS SELECTED. If the watch were to do an update every fifteen seconds, that's pretty much all that it would be doing at the expense of the other functions of the watch.
