CarPlay on ipad

We are only users like you. But if I were to guess, I'd say probably never. Most people who own an iPad own an iPhone. The form factor alone would be cumbersome with an iPad connected to your car. And a Wifi only iPad would rely on a connected cell phone to do much of anything, so what value would there be in adding Car Play to an iPad?
