Why am I seeing the same pics on my watch?
I'm not sure what you mean. You have watch faces on Apple Watch, which you can change either on the watch or via the Apple Watch App on your iPhone. There isn't a screen saver option.

Yes, but that's not a screensaver. It's a watch face which rotates selected pictures from one's photo library.
Try and reset your Watch. Press the crown and side button in until the Apple logo appears. If still having issues unpair your Watch and repair. Make sure your Watch is running os 5.1.3.

Apparently there is, but limited number of pics in the rotation. I use the face that has the digital clock in the bottom right quadrant and enjoy random pics each time I check my watch.

Perhaps this is what remedied my problem, although not immediately. I came down with a virus Friday night and didn’t wear my watch all weekend. When I put it on Monday morning there were different pics showing! Perhaps it needed a little alone time. Thanks for your suggestion.
When I shake my watch to wake it up, one of perhaps 10 of my photos shows up. I thought it should randomly show other of my pics upon wake up.
