iTunes cannot sync photos to the iPhone “X's iPhone” because your Photos Library is not yet available. Please try again later.

I keep getting this message EVERY time I try to sync my phone, I've done the following as per a previous post:

If you can’t use your Photos library in other apps

You might see an error message that says your Photos library is not yet available when you try to access your Photos library in another OS X app. Learn how to resolve this issue.

You can make the images in your Photos library available in other apps by following these steps:

  1. Make sure that your Photos library is set as the System Photo Library.
  2. Make sure that your Photos library appears as expected when you open Photos. If it doesn’t, repair your library.
  3. When you're able to access your Photos library in Photos, leave the app open overnight. The information in the Photos library updates in the background while the app is open. When this process is complete, you should be able to access your photos in other OS X apps like iTunes.

Have you already restarted your Mac and iTunes and Photos? Which system version is running on your Mac?

You did already try to make the library your system library. Is the library still the system library -does the setting keep?

If not, try again, see: Designate a System Photo Library in Photos - Apple Support

On macOS 10.14 you need to give iTunes access to your Photos library. Check the System Preferences > Security & Privacy > Privacy, if iTunes asked for access to Photos or full disk access. Then enable the check mark.

If it still does not work, you may need to repair the permissions on your home folder. Resolve issues caused by changing the permissions of items in your home folder - Apple Support
