I have followed the instructions in the help menu and attempted more than 3 times to start up in safe mode but the start up does not complete.
The progress bar is moving forward and it looks as it is completing but never moves on to the login or dashboard.
have tried safe start up because of buggy behaviour of Mojave and the lag phases experiencing with switching between apps.
Can you help?

What exact Mac/ mode/ year/ size/retina/ touchbar is this?
First I would Boot into Recovery (Command R) and from the dropdown menu: Utilities> Disk Utility> run the First Aid on your Macintosh HD. If errors are found and repaired, run again until no errors reported.

Try a SafeBoot https://support.apple.com/en-us/HT201262 following the instructions
Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches, dynamic loader cache, etc. get cleared and rebuilt.
