You can remove iCloud music from your iPhone by doing Settings > Music > iCloud Music Library = "Off" on the iPhone and then syncing the iPhone to iTunes, specifying exactly which songs you wish to keep on the iPhone.

If that does not remove songs from the iPhone, after turning off iCloud Music Library, do Settings > Music > Downloaded Music > Edit (in the upper right corner) > Delete All, then do the sync.
