This app is only available on the App Store for iOS devices -is what I get when I try to load the App Store on my iPad. Any ideas?

As lyssa pointed out, you're trying to open the wrong thing. There is an App Store AND an Apple Store. One is the store you buy apps and update apps from (App Store). The other (Apple Store), let's you purchase merchandise from Apple.
I did that and it didn’t show.
Any ideas?

Chances are the App is turned off in Settings > Screentime > Content & Privacy Restrictions > iTunes & App Store
By the way, the App Store cannot be deleted, only turned off. If you turn it on, don't let your toddler use the device or be away, your toddler could run up quite a bill in purchasing things even inadvertently.
