my computer keeps restarting after upgrading to Mojave

Uninstall Avast— look for their official uninstaller. This causes nothing but problems.

So first your Mac won't boot.

Did you Try a SafeBoot  https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches, dynamic loader cache,  etc.  get cleared and rebuilt.

This test will not load third party; extensions etc not loaded in safe boot mode.

If you can boot here, and log in, you can uninstall that AV.

You do not say what kind of download?

Hard to make any conclusions with a single panic report—looking for trends or no trends in comparison.

Boot into Recovery (Command R) and from the dropdown menu: Utilities>  Disk Utility> run the First Aid on your Macintosh HD. If errors are found and repaired, run again until no errors reported.

Recovery  http://support.apple.com/kb/HT4718

You can quit the DU and from the menu> reinstall the macOS.

sorry, I was pretty vague and probably assumed that the report said more than I does.

the problem existed before avast, although I have tried various steps to (reinstalling Mojave, resetting nvram/smc) so maybe avast is the problem currently. I can go on the laptop fine but it tends to crash as soon as I do more than one thing on it (i.e download something and use safari at the same time), and the fan always revs up a lot right before it crashes. anyway, I uninstalled avast and then booted it in safe mode and will see if it fixes the problem, thank you.
