I turn off my daughters phone service at a certain time as well as restricting Wi-Fi. For some reason she is still able to FaceTime. Other apps don’t work with the restrictions on but FaceTime does. How is this possible? No Wi-Fi no data yet she can FaceTime

Thank you for the information. I hadn’t thought of the VoIP aspect. Her phone is restricted during certain times through the carrier app. She can’t make any calls except to trusted numbers.
I'd talk to your carrier. My guess would be that, for whatever reasons, they are allowing data access to FaceTime.

IdrisSeabright. The Wi-Fi is restricted through my modem. She can’t get on the Internet or anything other apps, but for some reason she’s still able to FaceTime. I thought maybe she was piggybacking onto another phone but that’s not the case. She can’t get on Snapchat or other apps just FaceTime.
Once again, Facetime requires some sort of internet connection. It's not magic. When she's doing this, look at her phone. Check the WiFi. Check the cellular data. How are you restricting the data? Have you checked to make sure that her phone is completely restricted from WiFi? Depending on the settings, she may be able to access certain ports but not others. That would explain why she can use FaceTime, a VOIP app but not SnapChat.
If she's sharing an Apple ID with someone else (bad idea for a lot of reasons), yes should could be connecting to to the personal hotspot on their phone.
If the phone has no WiFi or data connection, it will not be able to make a FaceTime call. Ergo, somehow, she is turning one or both back on. How are you restricting WiFi?
